Scalable Data Use (ScDU)


As part of our Statewide Longitudinal Data Systems (SLDS) Grant efforts, the CNMI Public School System is aligning with the Scalable Data Use (ScDU) initiative. This national effort, led by the U.S. Department of Education, helps states build modern, flexible, and cost-effective education data systems.

In one sentence: ScDU helps CNMI PSS modernize education data systems using reusable, standards-aligned tools that improve reporting and decision-making.

Why ScDU Matters

ScDU helps states develop reusable and scalable data tools that can be tailored to local needs while aligning with national standards such as the Common Education Data Standards (CEDS). These tools enhance how we collect, manage, and report data across early childhood, K–12, postsecondary, and workforce systems.

SLDS Grant Alignment

ScDU directly supports the goals of our SLDS grant by:

  • Promoting scalable and reusable tools
  • Streamlining federal reporting
  • Supporting data-informed decision-making at every level
  • Aligning with national standards like CEDS and CIID
  • Leveraging the Open Source Community (OSC) to collaborate and share resources

What Is Generate?

Generate is an open-source software tool designed to automate EDFacts file creation and submission, helping states improve data quality, reduce manual work, and align with CEDS.

With Generate, CNMI PSS can:

  • Migrate legacy data to a standardized data warehouse
  • Automate the creation of federal reports
  • Improve data validation, metadata, and quality assurance
  • Submit files directly through EDPass (also known as EDFacts)

Generate Implementation Roadmap

The roadmap outlines adoption across three stages:

Stage 1: Setup

  • Assessed readiness of legacy systems
  • Mapped data elements to CEDS
  • Drafted project scope and plans
  • Facilitated onboarding and training

Stage 2: Data Migration

  • Refined SQL-based ETL scripts
  • Migrated unit-level data into staging tables
  • Validated fact and dimension tables
  • Verified reports with historical files

Stage 3: Submission

  • Validated EDFacts formats
  • Submitted data through EDPass
  • Documented outcomes and improvements

What We’ve Done So Far

  • Participated in ScDU kickoff sessions and national workgroups
  • Joined early planning efforts for the Generate Project
  • Evaluated systems for alignment with CEDS
  • Collaborated with the CEDS team, CIID, and SLDS Support Team
